Extract reusable sparse exchange class from rolling overlap - #25056
Moves sparse row-slice exchange out of multi-rank rolling into SparseExchange. It supports copying row slices, moving whole chunks, and storing received data in spillable memory. Rolling keeps its existing overlap planning and local execution.
Next steps
Use SparseExchange for inter-rank movement in cursor-based ordered groupby.
Use it for inter-rank movement in cursor-based ordered join.
Remove adjust_ordering and its tests once those paths replace its remaining uses.
Further Background
Ordered groupby and join currently rely on the existence of global/flat Ordering boundaries. More specifically, we use adjust_ordering to "strictify" or align boundaries, and then perform chunkwise logic. This approach is neither robust nor is it performant. There are many cases where we don't have full boundary information, and therefore it is much more robust for us to take advantage of the required ordering in the channel by using a cursor-based approach (like we do for Rolling). This PR is the first step in moving toward that more-general/robust approach. If/when boundaries are available, we can still use them to avoid or optimize inter-rank data movement.

Bug Fixes
Improved reliability of streaming and rolling operations when processing ends early, is cancelled, or encounters an error.
Improved handling of selected data slices and whole chunks during transfers while preserving the original source data.
Improved resource cleanup when operations stop or fail, without allowing cleanup errors to obscure an error already in progress.
Improved accuracy of rolling count results across multiple partitions.
The pull request adds SparseExchange for chunk and row-slice transfers, integrates it with overlap input, and updates cleanup for prepared input and async iterators in overlap and rolling execution.
Adds SliceRoute and SparseExchange for validated slice or whole-chunk insertion, finishing, extraction, and closure. A regression test checks that close completes its delayed operation during cancellation.
Overlap input uses SparseExchange for ghost slices and extracted messages. Prepared input closes its buffer and exchange, and cleanup failures are suppressed when another exception is active.
Rolling iterator cleanup python/cudf_polars/cudf_polars/streaming/actor_graph/rolling.py, python/cudf_polars/tests/streaming/test_rolling.py
Rolling execution closes its async input iterator. RollingManager suppresses policy-close errors only when exiting due to an exception. The added Ray test covers range and count rolling with offset "-2i".
No merge-blocking behavior was established; proceed with normal validation.

Configure the Ray test to create multiple nonempty partitions.
The medium Ray configuration can reduce this fixture to one runtime sort partition. The contiguous shuffle then places all rows on one rank. OverlapInput has no neighboring owned range to exchange, so the CPU-result assertion can pass without exercising SparseExchange.
Use a Ray configuration with a target partition size below the fixture's sampled size, or assert that at least two nonempty sort partitions reach the rolling input.

For "count", _assert_rolling_result ignores offset. This test therefore never exercises the intended "-2i" range window. Add a "range" case, and keep the "count" case if its Ray configuration also needs coverage. (raw.githubusercontent.com)

Update the Ray rolling test around `_assert_rolling_result` to add a `"range"`
case using the `"-2i"` offset so the range window is exercised; retain the
existing `"count"` case if it is needed for Ray configuration coverage.

Cancellation cannot interrupt the insert_finished wait in SparseExchange.finish().
finish() catches asyncio.CancelledError in its wait loop and keeps waiting until the C++ task completes (slice_exchange.py:176-180). insert_finished depends on peer ranks. If a peer does not finish, a cancelled query cannot leave the await exchange.finish() at overlap.py:1243. The cleanup at overlap.py:1244-1247 does not run. The previous code awaited the same operation directly, so cancellation interrupted it.
The shield is needed because the detached C++ task borrows the exchange pointer. Removing it would risk use-after-free. A fix must keep the exchange alive until the task completes, but it should not block cancellation inline. Choose a design that hands ownership to a completion task and re-raises cancellation promptly. Do not change the wait without a bounded or deferred release path.
